Well, it is theoretically possible, but just as certainly unwise. The house would have to be located precisely upon the North Pole. This region consists of constantly shifting sea ice, so construction would be difficult at best, even setting aside the issues of it also being a vastly remote, inhospitable and inaccessible area.
